september. i'm elizabeth wenger. sydnie kohara is off all this week. all right. big question today, how hot is it going to get today? let's begin with tracy for a look at this "spare the air" day. good morning, tracy. >> good morning, elizabeth. we have hot temperatures and some records out there that i may be falling today. san rafael record high 98. 97 san jose. 92 mountain view. 92 san francisco. today 96 in san rafael. those close as well as in mountain view. today not so much but san jose could see a new record high temperature today. so you mentioned triple digits. where are they? 100 degrees in fairfield, 102 in antioch, 103 in pleasanton. temperatures not as hot when you get closer to the bay with 88 in oakland and 82 degrees in san francisco. just near 100 degrees today in sonoma. and santa. and 97 degrees down in san jose and in santa clara. so it's a hot start to the

workweek. when does the cooldown begin? i'll let you know with your seven-day forecast coming up. >> thank you. well, as she just said, the calendar says summer is over but mother nature seems to be ignoring it. our anne makovec joins us now from walnut creek to explain that pg&e is urging conservation this morning. good morning, anne. >> reporter: good morning. here in downtown walnut creek, it is hanging around the lower 60s. you can see from this live time and temperature behind me. it's going to get up to 102 here in walnut creek. that creates two issues. number one, it's a "spare the air" day and the possibility of power outages so many people are running their air- conditioning it could lead to overload. that's what happened in castro valley this weekend. more than 30,000 pg&e customers lost power for almost three hours on saturday night. pg&e says it was a heat-related equipment failure issue.

the mere thought of not having ac can have us sweating. but this may make things easier on the power grid. shut your windows and keep blinds closed in the morning, right now, to keep cool air trapped in the home. try to remember to turn off lights and appliances either right now or before the sun comes up. do your best to use them later in the evening when it's cool. and set that ac at 58 when you're not home. 57 when you are. it's a "spare the air" day. coming up in the next half hour we'll talk about how you can make the commute easier on the air quality all over the bay area. elizabeth. >> no free rides, either. mass transit you do have to pay. >> that is true. so we'll make it a little bit easier with some suggestions, because it's very difficult, you know, for one day here or there to change your entire routine. >> thank you, anne makovec live in a cool for now walnut creek.

prosecutors could decide within a week whether to file charges against a san jose police officer accusing a teen of having sex with his stepdaughter. the officer is accused of handcuffing the 15-year-old and telling him it was a mistake to have sex with a cop's daughter. this is cell phone individual slow the family supplied to the "mercury news." the teen and the 14-year-old stepdaughter have each been cited for having sex with a minor. congresswoman jackie speier will be in san bruno this morning to introduce a bill that would require stronger regulations and oversight of natural gas pipelines. that bill would require automatic or remote shutoff valves on some transmission lines and utilities would have to tell home owners of the locations of nearby pipelines. the blast killed 7 and destroyed 35 homes. federal investigators are

looking into pg&e's handling of the disaster. this morning, the "los angeles times" reports it has found pg&e has nearly three times as many leaks as the state's other big natural gas supplier. the utility attributed its recent leak rates to a more rigorous reporting standard. well, lawyers for a man scheduled to be executed on wednesday are making an attempt at a stay of execution later this morning. albert greenwood brown was convicted for the 1980 rape and murder of a 15-year-old riverside girl. friday, a federal judge in san jose cleared the way for brown's execution. the judge also ordered him to choose between a one drug lethal injection or the state's standard three drug cocktail. brown refused to choose before yesterday's deadline so the state will proceed with plans for the three drug method. a man in san francisco's tenderloin has been shot and killed by police. just after 11:00 a.m. yesterday, officers were called to the granada apartments on

sutter about an argument and someone throwing things out a window. while they were investigating, police say the man pulled out a weapon and the officer fired. police haven't identified the victim. no one else was hurt. there is a new push to free two uc-berkeley grads jailed in iran for more than a year. according to an iranian newspaper, a delegation from oman is visiting iran to ask for their release. if the talks are successful, shane bauer and josh fattal might be allowed to leave iran with the delegation. oman played a key role in getting the third hiker sarah shourd released. some home video that shows a navy helicopter dipping into lake tahoe is now being acknowledged and investigated bite navy. a tourist captured pictures of two navy choppers hovering low over emerald bay as you can see. one of the pilots appears unable to maintain altitude and briefing dips into the water. this happened on september 13.

a navy spokesman says the video is authentic and the entire flight under investigation. the two pilots have been grounded and the $33 million choppers repaired. the navy won't say how much the repairs cost but it was between $50 and $500,000. stay down, heads down, stay down! heads down, stay down! stay down! >> well, that is the sound of a delta flight attendant instructing passengers during an emergency landing at jfk. the flight from atlanta to new york had problems with landing gear. one of the 60 passengers aboard videotaped the landing from inside the cabin. sparks blue as a wing dragged on the runway but the plane landed safely and no one was hurt. good morning. first reports of a trouble spot on the eastshore freeway at ashby. i'll have details coming up. police are searching for a pair of high-end shoplifters in san francisco. they hit the prada store in union square about 4:30 yesterday afternoon. police say a man and woman in their 30s walked out of the store with several thousand dollars worth of merchandise. the store, though, won't actually confirm that. within an hour of the robbery, the store was back open and it was business as usual. hyundai is recalling thousands of cars in the united states. it's all to correct a manufacturing defect that could cause drivers to lose steering control. it covers nearly 140,000 sonata sedans built since december of last year.

the company says some of the cars have steering column shaft that have assembly problems including some loose connections. the recall comes after the u.s. government opened an investigation last month. hyundai says so far, there have been no related accidents. well, the cause of an itchy rash people are getting after swimming at a beach in alameda has been found. researchers traced the rash to a previously unknown parasite. now, a report in a government journal says the culprit is a microscopic flatworm, carried by an invasive species, the japanese bubble snail. it's a three-quarter-inch snail first discovered in the bay back in 1999. swimmers at crown beach having getting rashes similar to poison oak for years. the number of case is only in the dozens. well, this is an interesting story. rutgers university has begun an initiative to bring civility to new jersey. the two-year program is designed to encourage students

here's a look at some of this good morning from the traffic center. berkeley, getting reports of a high-speed chase that ended in an accident. eastbound 80 at ashby. the left lane is blocked as chp is on scene with lots of activity there. give yourself some extra time. at one point the vehicle was going above 100 miles an hour through the road coming off the lower deck of the bay bridge. and again as you work your way

across 80 into the ashby the left lane is blocked. reports of debris in the road. give yourself some extra time. we'll keep our eye on that area. elsewhere the bay bridge itself not too bad. you can see very light at the toll plaza. metering lights are off. if you're making your way on 880 traffic looking light in both directions. clear through oakland. southbound clear as you work your way into hayward. golden gate bridge off to a good start both directions of 101 also clear through marin county. we have some construction westbound 580 to northbound 101. that's in the clearing stages. should be wrapped up by 6:00 a.m. both directions of 92 between 280 and foster city roadwork has intermittent lane closures that in effect until 6:00 a.m. and taking a look at your drive on 280 northbound through san jose very light. in fact a little dark but you can barely make out the headlights. so far, so good through there. that's a look at your traffic. here's tracy with your forecast. hey, thanks, gianna. we are definitely getting the week started on a hot note. out the door this morning, clear start, temperatures inland from the lower 50s to

the lower 60s. around the bay to the mid-60s. for the morning, and the lower to the mid-50s along the coastline with some areas of fog. and we did have a shallow marine layer yesterday along the coastline that held down temperatures. today's temperatures pretty much like yesterday. mid-70s along the coast, we will be warming up around the bay to near 90 degrees in the hottest spots. yesterday 90s. today up to 103. it is a "spare the air" day. so what's going on? big high pressure system giving us nice offshore flow. it is a strong high pressure system so there will be hot temperatures for the bay and inland. this high pressure system will start to break down as the week begins to progress and temperatures will slowly cool down each day. today's highs mid-50s expected in milpitas. 97 in santa clara. 100 degrees in morgan hill. 96 in sunnyvale. 94 redwood city. and the 70s along the coastline with 72 in pacifica and 75 in half moon bay. east bay locations, this is where all the heat is.

102 in pittsburg. 102 in danville. 103 livermore. 88 degrees in oakland. 92 in san leandro. and 86 degrees in berkeley. north bay 99 in sonoma. 97 novato. 98 petaluma. lower 80s in sausalito and san francisco. the 80s. not so bad. five-day forecast, so that high pressure will begin to break down. and look at what happens. temperatures back off a little bit more each day. and by the end of the workweek, temperatures will be a lot more reasonable. near 90 degrees inland, lower 70s around the bay and the mid- to upper 60s at the coast. but for today, it's going to be hot especially inland. that's a look at your weather. back up to you. >> love that high pressure system. all right. thank you, tracy. in the headlines, prosecutors could decide in about a week whether to file charges against a san jose police officer for his

treatment of a teenager accused of having sex with his stepdaughter. the officer is accused of hand culturing the 15-year-old and telling him it was a mistake to have sex with a cop's daughter and handcuffing the 15-year- old. congresswoman jackie speier plans to introduce a bill in the glenview neighborhood this morning that calls for stronger regulation of natural gas pipeline in the wake of the san bruno's explosion. federal investigators are looking into pg&e's handling of the disaster. today is the first hearing on the fast food toy ban in san francisco. the restaurant industry will get the chance to voice concerns about the plan to city officials. that proposal would make it illegal for kids' meals to come with toys if they exceed certain limits on calories, fat, sugar, salt, all the bad stuff. another big airline merger is in the works. southwest airlines announced about an hour ago it plans to

bit regional airline airtran for $1 .4 billion. southwest says the deal is part of its plan to expand into smaller markets. airtran's only bay area location is the san francisco airport. it mostly serves the east coast. southwest would actually have to pay $3 .4 billion including airtran's debt. that deal with need approval from federal regulators. that city of san francisco has spent more than $1 billion on the homeless since mayor gavin newsom took office more than 7 years ago. this year the city has spent $150 million on healthcare and social services for more than 13,000 people who are homeless or living in city fund housing. city statistic show the current number of people living on the streets is about 2,000 less than in 2002. it is 5:21. up next, free beer. doesn't get much better than that, right? why budweiser is giving away

27th of september. i'm elizabeth wenger. sydnie kohara is off all this week. well, this weekend was nice, but it's expected to be even hotter today. several days of warm weather prompting a third "spare the air" day in a row but there will be no free ride on mass transit, unfortunately, as we start the workweek. let's go to tracy to see just how hot it is going to be today. tracy, i understand it may be a record breaker? >> oh, yeah, record-breaking temperatures are definitely expected in the bay area today. record high today in san rafael 98 degrees. san jose 97. 92 in mountain view and 92 degrees in san francisco. we are going to get close today in san rafael. we are forecasting 96 but we could easily see 98 or higher. 97 in san jose. close in mountain view. san francisco not so much but i like the out. i didn't really want the 90s in san francisco. i don't have air-conditioning. here's a look at what's going to be happening with that triple digits forecast. 100 in fairfield, 102 antioch,

valley this weekend. it is also our fifth "spare the air" day of the year in the bay area. that season runs from may through september. that's a time when smog or ground level ozone becomes an issue for people with breathing problems. even if your city's air seems find, wind blows pollution into the east and south bay valleys and that can get nasty so we have all heard the recommendations on using less power and not driving your vehicle. but that's easier said than done so here are a few thoughts on making your driving less of an issue when it comes to air quality. combine trips. your car emits more pollution after a cold start. run your errands at night. if you have to refuel, do it after dark. don't top off the tank. that releases more pollutants. also, drive smoothly and try to stay at the speed limit. now, we know a lot of people are going to be running their

sobbing, many praying, as the flight attendant urgently kept screaming: >> head down, stay down, heads down, stay down! >> heads down here. and i'm holding the camera and my phone not trying to get quality but i don't know if we are going to slam and go crazy so i'm not looking up. >> reporter: his coworker was across the aisle closest to the wing where the trouble was. he used his camera phone. >> i couldn't keep my head down. i saw the sparks and, you know, lit up my entire face. >> reporter: the pilot balanced the jet on the left wheel and eased it onto the right wing to slow it down and safely brought it to a stop. >> whoo! [ applause ] >> reporter: the passengers were hurried off the plane. >> whoo, nerves. >> reporter: filing past police and specially trained firefighters, who were at the ready but not needed. no fire and no injuries. >> thank you so much! >> could have been bad. it turned out to be a very smooth landing. every day is a fresh start.

every day is a new day. >> that was dave carlin reporting. one of the big local race in the november 2 election will be to decide who will replace ron dellums as mayor of oakland. all 10 candidates will attend a forum this evening running from 7 to 9:00 at the temple sinai at 28th and webster streets. the event is free and open to the public. the two major candidates for governor are set to debate at uc-davis tomorrow evening. jerry brown the state attorney general is expected to tout his experience as a former two-term governor and republican meg whitman former chief of san jose-based. he bay will likely talk up her business experience. tomorrow's event will be the first of three scheduled debates. a new poll shows brown is pulling ahead despite whitman's betterrer financed campaign. the "los angeles times" usc survey shows brown with a 49 to 44% lead over whitman.

now, that's among likely voters. however, that lead is within the poll's margin of error. so it's close. as for california's u.s. senate race, democratic incumbent barbara boxer has widened her margin over republican challenger carly fiorina. the polls show boxer leading fiorina 51-43% among likely voted where he a three-point margin of error. how well did the white house react to the gulf oil spill? that's the question today a federal panel appointed by president obama will look into. members will investigate the use of chemical dispersants and the government's moratorium on deep water drilling. they will also examine the president's plan to make the gulf's environment healthier than what it was before the spill. all right. another issue, who was in charge of making key decision during the crisis? was it the government or bp? all quiet on the western bank at least so far. a 10 month ban ended yesterday on building settlements in that

good morning from the traffic center just one traffic trouble spot in berkeley eastbound 80 at ashby.

high-speed chase ended in an accident. two left lanes are still shut down until further notice. we are starting to see some slight spectator slowing as you approach the scene in the three right lanes. chp has activity there off to the side so expect these delays to continue until tow trucks clear everything out of the way. one person was taken into custody and again expected until things wrap up on the scene. the rest of the eastshore freeway problem-free. here's a look at the bay bridge toll plaza approaching the pay gates. so far, so good. the metering lights are offer. the carquinez bridge, everything clear. traffic free-flowing across the span in both directions. 880 through oakland, here's a live look so far, so good no troubles northbound through oakland. southbound a little extra volume into hayward but so far traffic is moving up to speed. south of there in milpitas 880/237 no troubles to report in this area everything actually looks good in both directions. six minutes to go from 880 to 101 and if you are going to take mass transit today, bart, ace, muni, caltrain checking in

problem-free. it is a "spare the air" day. it's going to be hot. here's tracy with details. >> hey, thanks, gianna. yeah, it is going to be hot today especially considering we are moving into the first week of fall. mother nature has a sense of humor, doesn't she? out the door this morning, a clear start inland. 50s and 60s. around the bay not many clouds expected but we have some areas of clouds and low clouds and fog along the coast. temperatures in the 50s. in afternoon, sunny and hot. up to 103 degrees well inland today. around the bay temperatures warming up from 80 to 89 degrees. and along the coastline, temperatures basically along the same lines as yesterday's highs. mid-70s, milder, mostly sunny, not bad. strong high pressure system giving us nice offshore winds. that's why we're warming up and that's why it's going to be hot today for the bay and inland. so let's take a look at some of the hot temperatures. 100 degrees in morgan hill.

while. here's a look at some of this morning's top stories. prosecutors could decide in a week whether to file charges against a san jose police officer for his treatment of a teenager he accused of having sex with his stepdaughter. the officer is accused of handcuffing the 15-year-old and telling him it was a mistake to have sex with a cop's daughter. lawyers for a man scheduled for execution on wednesday will ask for a stay of execution this morning in marin county. albert greenwood brown was convicted of the 1980 rape and murder of a 15-year-old riverside girl. friday a federal judge in san jose cleared the way for brown's execution. lawmakers are starting to take action in the wake of the san bruno explosion and fire. congresswoman jackie speier will introduce a bill this morning calling for stronger regulation of natural gas pipeline. federal investigators are looking into pg&e's handling of the disaster. well, there is a new push to go beyond just limiting cell phone use behind the

wheel. the governor's highway safety association is considering a proposal to ban all cell phone use by drivers. they cite alarming statistics from a survey that found distracted driving fatalities caused by cell phone use and texting increased 28% from 2005 to 2008. >> think there is a sense out there that this is dangerous, that this should not be done. but yet, folks admit 70% that they have used a cell phone while driving and 24% have admitted they have texted while driving so there is a disconnect. >> so dangerous. so many people do it. california's already banned texting and holding your cell phone while talking and driving. triple-a wants to actually go further and is launching a campaign to turn off their cell phones and even put them in their trunk while they drive. people living in a wisconsin town told could get out because of a levee is

good morning. traffic moving fine at the bay bridge toll plaza. it's a "spare the air" day. use mass transit if you can instead. we'll have the traffic and weather coming up. a failing levee has forced several hundred people to evacuate their homes in wisconsin. officials say the caledonia levee is leaking and collapsing. hundreds of people have had to evacuate from the blackhawk park area. the river flooded the only road into and out of the neighborhood. >> we had 10 minutes to get out because they were blocking off the roads. >> this stretch here we barely got through in our little car. >> well, unfortunately, some residents who waited too long had to be rescued by boat. the leaking levee is part of a

system of several dikes built mainly out of sand more than 100 years ago. legendary basketball coach don nelson has a news conference planned this morning in oakland. the general speculation is nelly will announce his retirement and assistant coach keith smart will replace him as coach of the warriors. today was previously scheduled as the team's media day. nelson is 70 years old. looks great. over his 31 seasons as a head coach, he won 1,335 games. that is more than anyone else in nba history. some farmers in pennsylvania had to move fast to save dozens of cows after a silo crashed into a barn. there she goes. a family member says this is the second silo to fall on the farm. the tower was leaning saturday afternoon before it came crashing down that night. there was concern it landed on power lines so the electric company was there just in

talking about? problems on the eastshore freeway? >> there were. we had a high-speed chase this morning that ended in an accident but i have good news to report. looks like everything now completely cleared. tow trucks removed the vehicle out of lanes so to open the two left lanes you can see in our sensors here traffic moving nicely now through that area. no troubles on the westbound side of 80. if you are approaching the bay bridge at the pay gates, not a problem at all. in fact, traffic light this monday morning and no delays there. the metering lights are off. elsewhere richmond/san rafael there is a new lane configuration westbound 580 to northbound 101. you are seeing some slight delays on north 101 in san rafael may cause some delays late other n as people guess used to the changes so give yourself some extra time. live look at the richmond/san rafael bridge. no troubles there. traffic looking nice in both directions. so far, so good no delays in the area. that's a look at your weather. back up to you. it's going to be hot. >> yeah, it's going to be a nice one depending on where
